    The Director of the Port of Los Angeles expressed his belief that employers and dockworkers on the West Coast will make progress towards a contract agreement in the coming months, despite negotiations having stalled and cargo flow being impacted. While acknowledging that an agreement may not be reached in February or March, the Director stated that he is confident in seeing "real progress" in the spring. The absence of a contract since last summer has led to uncertainty, causing shippers to divert cargo to ports on the East and Gulf Coasts.     Negotiations between port employers and workers represented by the International Longshore and Warehouse Union are dragging on, and the Director of the Port of Los Angeles, Gene Seroka, believes they are at the outer limits of what has historically been achieved in negotiations between the two sides. The prolonged uncertainty has resulted in shippers diverting cargo away from the West Coast, and despite Seroka's efforts to win back cargo share, shippers still have reservations due to previous congestion issues. The Port of Los Angeles is also experiencing a volume slowdown due to reduced demand and extended factory closures in Asia during the Lunar New Year holiday. With other ports now having more capacity, there is a possibility that even more shippers will choose to shift their cargo away from the West Coast.
